[ViewLevel] make viewlevel ignore page.php

Hello,

for some reason I can't get the view level to not affect pages.  Currently I
have my blog set at vl 1 in the options, and when I set pages at * they do
not take this setting.  I have created a seperate page.php with no luck, I
have tried creating new pages with the level set at * both by using vl=* and
by setting in the field below.  Is there anything more I can do?  Is there
anything I can set in the plugin it's self to make it ignore page.php?
