[ViewLevel] recent posts list keeps on showing hidden posts

There's no single solution to this problem. When a WP feature of plugin
reads the posts table, your 'hidden' posts will be there.
The ViewLevel plugin hides them from the 'loop', but other code is
unaffected. Each problem needs to be dealt with specially. So in your
case the 'recent posts' plugin needs to be modified to understand
viewlevels.
I suggest that you contact the author of the recent posts plugin, and
ask if they are interested in supporting viewlevels. It should be
simple for them to do it, and I can tell them what they need to do.
