That feed has a couple of problems:
* it's not encoded in UTF-8, which causes the error you are seeing
* it contains multiple references to a timezone that it never defines
If you download it, convert it to UTF-8, and remove the TZID
references, it should work fine. But I doubt that's what you want, so
you'll probably want to get the provider to fix the problems at the
source.
