[EventCalendar] previous and future months are not displaying

Not surprised. It's nonsense. All he's suggesting is converting  
single quotes into double quotes - they are both equivalent.

If you look at this URL, you'll see that the XML has PHP variable  
names in it...
  peacemakers.ca.etherwork.net/bulletins/?ec3_xml=2007_09

The changes you have made elsewhere are breaking this. Try to confine  
your changes to template-functions.php.
