[EventCalendar] Event Calendar publishing and time zone display

The problem is not one of getting the time-zone correct, but one of  
getting iCal, and other calendaring apps to understand it. When I  
first implemented the feature, I played around with iCal for ages,  
trying to get it to understand time zones. I had no luck.

It's likely that iCal has developed a bit since then, so maybe we can  
make it work better, now. There are other calendaring apps to worry  
about too though - Sunbird, PHP calendar, Google's thing.
